MINUTES OF THE PUBLIC MEETING OF MAY 10th, 2005
HANSON TOWN HALL, LIBERTY ST., HANSON, MA

Called to Order at 7:35 PM under M.G.L. Chapter 131, s.40 and the Hanson By-Law 1-13, s.5. by Philip R. Lindquist, Chairman, in Meeting Room A at the Town Hall.

Public Hearings

7:45 PM  Continued Notice of Intent to raze an existing house, construction of a new house, grading and landscaping of disturbed areas at 240 Maquan St., Assessor’s Map 71, Lot 19B for Alan & Suzanne Osgood, owners represented by Land Planning, Inc., 1115 Main St., Hanson, MA  (DEP #175-0462)  

Bernie Munro of Land Planning presented a revised plan showing a change in the proposed footprint of the house so that it is no closer to the pond. Language was amended regarding an isolated wetland and because of that the wetland line was changed.   Roof drains and two (2) dry wells were added.  Ms. Delaney had concerns with the difference in the size of square footage of the house.  She suggested that the Request for Variance include language saying the dry wells would compensate as mitigation for the increase in size of the footprint.  Mr. Lindquist read into the record a memo from the Board of Health that said the owners would have to submit a floor plan and request a Title 5 inspection before a Building permit could be signed off.

8:00 PM  Continued Notice of Intent for the installation of a 24’ round, above-ground pool and a 40 foot fence at 87 Wagon Trail, Assessor’s Map 113, Lot 49 for Christine Allen (DEP #175-0464)

This hearing had been continued pending the receipt of a DEP number.  Also, a site visit had been scheduled because the house and lot, which were developed in 1967, are located within the Riverfront Area.  The Allen’s were requesting a Variance to install a pool within the RFA.  Ms. Delaney had made an inspection and taken pictures.   It was suggested to the Allen’s that they improve the area as mitigation for the disturbance in the buffer zone by planting ten native shrubs (high-bush blueberry) five feet from the top of the slope.

Ms. Delaney suggested that the applicant file a Notice of Intent as the proposed pool is within 50’ of a Resource Area.  Ms. Nehiley will send a letter.


New Business

Whitman Hanson Regional High School (DEP #175-388)   Mr. Lindquist and Ms. Delaney had made a site visit and taken pictures.  One of the detention basins has a slumping slope.  There is trash and debris blowing around.  The treatment devices are filled with sediments and should be cleaned out per the O & M plan.  Ms. Delaney will draft a letter.
